TAIWAN FELLOWSHIP ACT (S. 811 and H.R. 3084)


The Taiwan Fellowship Act would allow 10 U.S. federal government employees each year to work with their Taiwanese counterparts in those Taiwan government offices most relevant to their home agencies after receiving one year of intensive Mandarin Chinese language training in Taiwan.  

As U.S.-Taiwan high-level exchanges are rather limited, we consider the working-level exchanges that this Act seeks to achieve extremely conducive to enhancing mutual understanding and long-term cooperation between the two countries and fully in keeping with the Taiwan Relations Act and Taiwan Travel Act. If this legislation becomes law, Taiwan would be only the second country in the world to enjoy such a cooperative partnership program with the United States.  

We are highly supportive of the Taiwan Fellowship Act and have been working with the Western Pacific Fellowship Project of Massachusetts which is the primary sponsor. We urge all members to voice support for swift conference passage and implementation of the Taiwan Fellowship Act to their Senators and Congressmen/women.  


TAIWAN FELLOWSHIP ACT (S. 811 and H.R. 3084) 《臺灣獎學金法》每年將允許十位美國公務人員來臺,在接受一年的華語密集訓練後,進入與原所屬單位最相關的臺灣政府單位,與職務相對應的臺灣公務人員一同共事。

由於臺美高層交流相對受限,我們認為此法案欲推行的「工作層面的交流」對於促進兩國相互理解及長期合作將有極大的助益。若順利通過,臺灣將躍升為全球第二個與美國簽訂此合作夥伴計畫的國家。我們也相信此法案能與 2018 年通過的《臺灣旅行法》達到絕佳的相輔相成之效。

有鑑於貴機構對《臺灣獎學金法》的高度支持,以及與《臺灣獎學金法》主要支持者「麻州西太平洋獎學金計畫」的長期合作關係,在此呼籲所有成員向各州參議員及國會議員倡議通過《臺灣獎學金法》。

Statement on “Cessation of War against Ukraine" by North American Taiwanese Professors' Association

Following the violations of international law and acts of intense aggression by Russian troops against the Ukrainian people, 664 Russian scholars and journalists swiftly thereafter issued a joint statement calling for an end to the war and condemning the Kremlin's actions. These Russian intellects showcased an upholding of academic and moral conscience in the face of potential persecution by Putin's regime. The North American Taiwanese Professors' Association believes long-time Taiwanese proverbs: "virtue is never solitary; it always has neighbors" and hereby issues a statement of sincere support for our courageous Russian colleagues. Evidently, NATPA also calls on the Putin regime to immediately stop this unjust war of aggression against Ukraine.

Regardless of national boundaries, scholars are committed to the pursuit of truth in the name of the common good, while practicing compassion and justice. However, under autocratic regimes, these values cannot always be realized under the threats posed by these systems. Many Taiwanese American scholars have had firsthand experience with the Kuomintang (Chinese Nationalist Party) regime in Taiwan decades ago while participating in the democratic movement's fight for human rights. In recent years, we have witnessed the oppression of intellectuals by the Chinese Communist Party in Hong Kong and China. We thus deeply respect and honor the wisdom and courage of the Russian scholars to risk protest and opposition under tyranny.

We would like to call on conscientious scholars and colleagues all over the world to stand up and support our brave Russian colleagues in academia and speak up for justice and peace. While we may have had brief encounters in the international conferences, we do not know these Russian scholars personally; nonetheless, we are upholding their cause. The group has lit a candle of principle and justice in this dark hour of Russian history and human civilization. Even if it is frail, it bears witness that truth will triumph over evil, and the light will eventually overcome darkness.

北美洲臺灣人教授協會聲援俄羅斯學者「停止對烏克蘭之戰爭行為聲明」

普丁當局違反國際法,發動對烏克蘭侵略的暴行後,664位俄羅斯學者與新聞工作者迅速發表聲明,呼籲停止對烏克蘭之戰爭,並譴責克里姆林宮當道挑起戰禍,其秉持知識份子良心,不畏迫害,為黎民眾生進忠言,本會深感德不孤必有鄰,特發表聲明支持可佩的俄羅斯吾輩同仁們:你們並不寂寞!與此同時,本會也呼籲普丁當局,立即停止侵略烏克蘭的這場不公義的戰爭。

學者無論國界均在於追求真理,以期行公義好憐憫,實現真善美於人間。然而也為此常因言賈禍,特別是在獨裁專制政權之下,甚至家破人亡。北美洲臺灣人教授協會許多會員早期曾參與民主運動,爭取人權。也因此經歷獨裁專政的政府在戒嚴體制下的長期迫害,這都不亞於中國共產黨政權當前對爭取民主,人權知識份子的迫害。我們對這664俄羅斯知識份子在專制鐵蹄之下,冒險說出實話的勇氣,自深感戚戚焉,更由衷佩服!

我們要呼籲全世界有良知的學者同仁們,站出來聲援我們在學術界勇敢為公理正義發聲的俄羅斯同儕!雖然我們與這些連署的學者大部分素昧平生,各處一方,有些可能只是在學術會議中匆匆見面,點頭之交。但深深祝福他們,在俄羅斯歷史最黑暗的時候,點燃一縷良知燭光,即使再微弱,也會見證真理勝過邪惡,光明終將克服黑暗。

664 位俄國學者公開連署,呼籲「俄國立刻停止對烏克蘭之戰爭行為」

【簡介】

俄羅斯國內 664 位學者,包括一位諾貝爾物理獎得主和十位俄羅斯科學院院士,於報章公開連署,認為「這場對烏克蘭戰爭不正義,並且荒唐」,預見俄國「國際孤立」危機,要求「俄國負起責任」,「立即撤軍」。本宣言可說是國家良心、暮鼓晨鐘,特試全文翻譯如下,敬請分享。

【宣言全文】

作為俄國學者的我們,在此表達我們強烈的抗議,反對我們國家於烏克蘭領土使用武力。此致命決定製造了大規模死亡,破壞了集體安全體制基礎。於歐洲發動這場戰爭,責任全在俄國。

這場戰爭毫無理性與合法性。試圖操縱頓巴斯地區情勢,作為開戰的藉口,完全無法信服任何人。烏克蘭對我們國家並沒有威脅。這場對烏克蘭戰爭不正義,並且荒唐。

烏克蘭永遠是我們的親近的鄰國。他們與我們之間,很多都是父母關係、朋友關係或是同事關係。我們父親、祖父或曾祖父,曾一同對抗納粹。為了滿足某些俄羅斯聯邦領導者的地緣政治野心,鼓動令人懷疑的幻想歷史版本,只是背叛我們前一世代的記憶。

我們尊敬烏克蘭,其為民主機構建立的國家。我們理解我們鄰國關於歐洲的選擇。我們相信我們兩國的所有問題,都可以用和平方式解決。

開戰,讓俄羅斯陷入國際孤立,並步入被排斥國家命運。這表示我們,作為學者,將不能正常從事研究工作,而科學發展若沒有國際合作,將難以想像。

關閉所有對外門戶,俄羅斯將孤立於世界之外,將使我們國家科技與文化發展退化。對烏克蘭戰爭,為跨入空無的第一步。

作為曾經戰勝納粹的重要一員,我們對我們國家點燃這場歐洲新戰爭,深感痛心。我們要求立即停止對烏克蘭的所有戰爭行動。我們要求尊重烏克蘭主權與領土完整。我們要求國家間的和平。
